Who is required to undergo an energy audit?

Under federal law № 261-FZ "On energy saving and energy efficiency improvements and on Amendments to Certain Legislative Acts of the Russian Federation," a number of organizations must undergo an energy audit prior to December 31, 2012.

Article 16. Compulsory energy survey

1. Conduct energy audit is required for the following persons:

1) The public authorities, local authorities who have rights of legal entities;
2) Organization with the state or municipality;
3) organizations conducting regulated activities;
4) organizations engaged in production and (or) transport of water, gas, heat, electricity, natural gas, oil, coal, petroleum products, processing of natural gas, petroleum, transportation of oil;
5) The organization, whose total cost for consumption of natural gas, diesel and other fuel, fuel oil thermal power, coal, electric power exceeds ten million rubles for the calendar year;
6) organizations conducting activities in the field of energy conservation and energy efficiency, financed in whole or in part by funds from the federal budget, regional budgets, local budgets.

2. The persons referred to in paragraph 1 hereof, shall organize and conduct the first survey of the energy in the period from the date of entry into force of this Federal Law prior to December 31, 2012, subsequent energy audits - at least once every five years.
