Certification - a conformity assessment procedure conducted by an independent organization. At the same manufacturer, vendor or performer receives a document (ie certificate), which certifies that products meet the requirements established by Russian legislation. Thus, on the basis of certification, certification is divided into voluntary and compulsory.

Voluntary certification is based on the law of the Russian Federation "On Certification of Goods and Services" on the private initiative of the applicants (manufacturers, suppliers, vendors). Unfortunately, voluntary certification is no substitute for mandatory certification of products and services for the latter. Voluntary certification is not popular because of high rates on certificates and time-consuming for them.

Mandatory certification confirms only the mandatory requirements established by law (in particular, products and services must be certified for safety). Also, for example, according to Art. 6 of the Law "On Energy" Energy consuming products (including electrical appliances, radios, etc.) are subject to mandatory certification for energy efficiency indicators. To determine the mandatory certification of a range of products (as well as products having code HS), for which the legislation of the Russian Federation provides for the mandatory certification. When mandatory certification the certificate of conformity and conformity mark extends to the whole territory of Russia.

There are several certification schemes:

• Scheme number 3, 3a, "mass production" or "on the manufacturer" (issued for a period of 1 to 3 years depending on the product, test results, production conditions and other factors)
• Scheme number 2, 7, "the contract" (№ 2) - provides for the production of imported batches within a specified period, usually 1-2 years or for a specific agreement (contract) number, "the Party" (№ 7)
• The scheme № 9: - simplified scheme for single samples or small production batches. In this case, the certificate is issued based on the declaration of conformity with the attached documents confirming the conformity of production (this may be the test reports, quality system certificate ISO 9001). Tests in this case is not provided.
