Perhaps, everyone knows that the best-known and widely used in the Russian Federation is the standardization system GOST R. However recently, due to constantly changing factors having an influence on the certification process in Russia, it was decided to reform this system, making it even better .
Thus, in accordance with the Federal Law "On technical regulation" within the scope of certification of the Russian Federation introduced new legislation - a special set of standards, known as technical regulations. Their main purpose is to harmonize national and international standards, as well as improving the competitiveness of domestic companies.
Under the new legislation, quality assurance of products under the jurisdiction of any technical regulations shall be made in the form of mandatory certification and declaration. But other products will continue to be certified to meet certain standards of quality and safety of the voluntary scheme, within the system GOST R.
Thus, a technical regulation is a special type of document that defines the quality standards and specifications, which should correspond to one or another product, or that object or service to be authorized for use. It is worth noting that the objects in need of technical regulations are not only the goods and services, but also machinery, buildings, large structures. All such items should be produced, used, stored, transported and disposed of in a special way, in accordance with the rules, which contains technical rules on safety.
Document "Technical Regulations" includes a description of the goods or object, as well as research regulations, forms and patterns of conformity of the product or object-defined, according to the manufacturer qualities. Moreover, it is worth noting that all the requirements of technical regulations specified in this document are legally binding. Therefore, for any product manufactured, produced by equipment or vehicles must be certified for conformity to technical regulations, which would indicate that the surveyed facility meets the required standards.
Among other legislative acts occurs:
• fire technical regulations;
• technical regulation on safety of elevators;
• technical regulation on safety of wheeled vehicles;
• as well as some other kinds of technical regulations all products having a circulation in the territory of the Russian Federation.
Additionally it is worth noting that twenty-fifth in October 2010 came into effect a new technical regulation on safety of equipment under the number 753, which was approved by the Government of the Russian Federation fifteenth of September 2009. Under this statute, all products - machines, machinery and equipment manufactured in Russia and marked in the list of technical regulations, must have a certificate of conformity, which contains this technical regulation on safety.
